U.S. Losing Ground In Mobile App Market

According to new findings mobile analytics firm Flurry released this morning, the U.S. isn't leading in the creation of mobile applications, having slipped from 45 percent of worldwide app market share in 2011, to 36 percent in 2013, in terms of where apps are being built. Positioned against what the software industry looked like in 2008, where U.S. businesses produced around 68 percent of software units sold, it's clear that the mobile app industry is one that's becoming truly global in nature.

Democratic governors nervous about health plan

(AP) ? Democratic governors say they are nervous about getting the new federal health care law implemented but add they will be better positioned in next year's elections than many of their Republican counterparts who have resisted the far-reaching and politically polarizing measure.

Several of the 12 Democratic governors shared that sense of nervousness-veiled-by-optimism at the National Governors Association meeting Saturday in Milwaukee.

"There's some angst, and you can see that from the decision the administration made a couple weeks ago," said Delaware Gov. Jack Markell. "There's a lot of work to do."

By next Jan. 1, most people will be required to have insurance. States have to set up exchanges by Oct. 1, when uninsured individuals can start buying subsidized private health coverage that would go into effect Jan 1, and businesses with more than 50 employees working 30 or more hours a week were supposed to offer affordable health care to their workers or risk a series of escalating tax penalties.

But businesses said they needed more time, and on July 2, President Barack Obama's administration abruptly extended the deadline one year ? to Jan. 1, 2015.

That caused some Democrats in Congress to worry the program would not be ready on time, as states are building online platforms for their residents to use to comply with the law. Although the U.S. Supreme Court upheld the Affordable Care Act in June 2012, the Republican-controlled House has voted 40 times since Obama signed the law in 2010 to repeal, defund or scale it back, most recently Friday.

As Congress prepared to head home for a five-week recess, Obama sought to calm jittery Democrats, assuring them that they are "on the right side of history" despite problems with the law's launch.

Republicans have stated openly they plan to use the slow economic recovery and the health care law to attack Democrats in the 2014 congressional elections.

But Iowa Gov. Terry Branstad, a Republican, said GOP governors could get blamed next year, even if they worked to meet its requirements, a situation that could be aggravated by Republicans in the U.S. House who continue to hold votes to attack it.

"My approach is not to complain about things, but to get it done best we can," said Branstad, who has been a vocal critic of the law. "It's our responsibility."

Wisconsin Gov. Scott Walker, the governors' host and a possible 2016 Republican presidential prospect, said Obama delayed the employer mandate out of fear that voters would blame Democrats in the 2014 elections if the economy suffered as a result of the new law.

"A cynic would be right to say the reason they pushed back the employer mandate had little to nothing to do with policy and everything to do with politics," Walker said.

Most of the two dozen governors from both parties gathered at the conference expressed confidence that their states would be ready on time, especially Democrats, although they said the work is daunting.

"Any time you go and make this much change in this short a period of time, it does cause headaches," Colorado Gov. John Hickenlooper said.

But with that pain comes progress, Hickenlooper and others argued. And those Republicans who have resisted or delayed taking action will pay the price.

Long before election day, the philosophical debate over the bill will have turned into a practical reality for millions of newly insured voters.

"Choosing ideology over jobs and affordable health care is a false choice, and it's an example of the differences between Republicans and Democrats," Vermont Gov. Peter Shumlin, a Democrat, said.

Among the challenges states are encountering are the technological requirements to allow buyers to search for insurers, rates and benefits on the exchanges. Others are training state employees to administer the program and marketing it to millions of Americans, all during a time of strained state budgets. Marketing employees were often among the first to lose their jobs.

Despite the headaches, the alternative to the status quo is far worse, Maryland Gov. Martin O'Malley said.

"Nothing could be more complicated than doing what we were doing before, which was to throw away more and more money on more expensive care for worse results," said O'Malley, a Democrat also mulling a 2016 White House run.

TORONTO ? A man has succumbed to injuries sustained after he fell and was struck by a float during the 46th annual ?Scotiabank Toronto Caribbean Carnival Parade.

Toronto police confirmed they responded to a call of a struck pedestrian in the area of Lake Shore Boulevard West and Dowling Avenue at?8:50 p.m.

An 18-year-old man had reportedly fallen from parade float and was subsequently struck by it.

The man was rushed to the hospital with life-threatening injuries, where he later died.

New RBS boss McEwan tasked with restoring bank to health

LONDON (Reuters) - New Zealander Ross McEwan was confirmed as boss of Royal Bank of Scotland on Friday, tasked with laying the foundations for Britain to start selling its 81 percent stake in the bank.

McEwan, 56, had been tipped to take the reins after predecessor Stephen Hester was ousted by the government in June. He will take over in October with a brief to complete the bank's restructuring and lay the platform for its shares to rise above the government's break-even price so the stake can be sold.

Finance Minister George Osborne said McEwan had impressed with his vision of RBS as a "strong, UK-centered corporate bank", focused on supporting the UK economy.

"I think he'll provide the leadership RBS needs as the bank puts the mistakes of the past behind it, and the government seeks to get the best value for the taxpayer from the money the last government put into the bank," Osborne said.

Britain pumped 45.5 billion pound ($69 billion) into RBS to keep it afloat during the 2008 financial crisis

Chairman Philip Hampton, who oversaw the search for Hester's successor, said McEwan "emerged as the best candidate" and was the only person to be offered the job after the bank had considered internal and external options. His promotion comes less than a year after he arrived to run RBS's retail arm.

McEwan joined RBS as CEO for UK retail in September from Commonwealth Bank of Australia and is considered a safe, politically acceptable choice who will increase the bank's focus on retail and commercial banking.

"It's really important for the UK economy to have this bank back up and running," McEwan said. "It's a major responsibility for me to guide this organization to focus very strongly back on our customers and I'm looking forward to that opportunity."

Hampton said he did not expect the appointment to mark a change in strategy as RBS had already refocused as a retail bank under Hester's stewardship, shrinking its investment bank to account for 20 percent of operating profit compared with 60 percent prior to its rescue.

Hester oversaw a mammoth restructuring, shedding some 900 billion pounds of non-core assets, but the bank has come under pressure from lawmakers to further slim its investment activities. He resisted the demands, saying the investment bank provided crucial services to RBS's corporate clients, and the issue caused friction with Britain's finance ministry.

DOMESTIC LENDING

The government wants RBS to be less complex and more like its part-nationalized rival Lloyds Banking Group , which is heavily focused on domestic lending.

McEwan's job is also complicated by Osborne's decision in June to commission a review into whether RBS should be split up, with its remaining toxic assets hived off into a 'bad bank' theoretically leaving the 'good bank' better placed to lend. Britain's finance ministry is conducting the review, with the help of investment bank Rothschild, and will announce its findings in the autumn.

Hampton said the bank had looked at hiving off toxic loans in the past and had explored the option with Britain's finance ministry at the end of 2010 and in 2011 but the Treasury rejected the option at that time.

"The thing that stopped it happening in the past is really the complexity, the state aid rules, and, whether, especially now, it's worth it given our non-core assets are much smaller than they were," he said.

RBS shares are valued at 407p on the government's books but are trading well below that level. A sale of the government's shares is therefore likely to be at least a year away, unlike at Lloyds, where the government is set to start selling its shares soon. Hester said he believed RBS could be in shape for privatization by late 2014 "provided there aren't new hurdles that arise".

RBS made a pretax profit of 1.4 billion pounds ($2.1 billion) in the six months to the end of June, from a loss of 1.7 billion a year before. That was below the average analyst forecast of 1.6 billion pounds and its shares were down 3.3 percent at the market close leaving taxpayers sitting on a paper loss of 10 billion pounds.

McEwan will be paid an annual salary of 1 million pounds, less than the 1.2 million Hester received. He said he did not want to be considered for an annual bonus for the remainder of 2013 or for 2014.

Each of the Collaboration Prize winners will receive a cash prize of ?5,000 and ?5,000 of support. This year?s funding has been boosted by ?10,000 to ?40,000 and four winning business concepts will be announced in October.

Wolves and bears sound like unlikely allies. But the resurgence of Yellowstone Park's canine population has helped the bears. In a berry interesting way.

In the 1990s, people reintroduced wolves to Yellowstone Park, where they had been absent for most of the century. As their population grew, they began hunting elk, reducing their number. And with fewer elk snacking on berries, more fruit remained available for bears.

Comparisons of grizzly scat collected in the years before and after the wolves? return showed an increase in the bears? berry consumption, particularly during the months of July and August. Fruit can make up fully half of a grizzly?s diet as it prepares for hibernation. But bears and berries aren?t the only ones to benefit from wolves. The canine comeback also boosted the growth of popular elk foods such as aspen and willow trees. Which proves even a single species can have a beary strong ecosystem effect.

HBuyers hoping to buy a home in a market where prices are rising have a hard decision to make when presenting an offer to a Seller. Should they do what they might have done a couple of years ago and go in much lower than asking price in hopes that a Seller is desperate, or should they offer more than list price knowing that they might have some competition from other Buyers?
The answer is probably somewhere in the middle, but it all depends on their budget and how in love with the property they are. Most people will ask their Realtor what has been working with Sellers lately and if the Realtor has had other offers accepted he or she can help. At this time in the recovering market, Sellers are often convinced that prices are moving up strongly because of positive news in other areas. Denver?s market is very strong, as are many other parts of the country. However, resort areas take longer to recover. It takes a lot of confidence that the economy is improving before most people feel ok about buying a second home and Sellers are convinced of the improvement long before Buyers. As a result, it is sometimes hard to get a Seller to move much of the list price, but it is always worth a try! If the Seller has been kept informed of local market conditions, and if they have some level of motivation, a deal can be reached.
If the Buyers are aware of market conditions, they will be able to reach their own conclusion about how fair the price is that is being asked and if an offer close to full price is suitable or not. No one wants to overpay for a property, but in a rising market, todays?s high price might be market price in six months, and Sellers count on that. As a result, they are seldom in a hurry to sell.
Ask your Realtor to provide you with history and pricing trends for the neighborhood you want to purchase in, and be an informed Buyer. You won?t go wrong that way, and an appraisal will back up your conclusions.
