Protests continue in Cairo amid threats of crackdown by military junta

As tens of thousands rallied Friday in Cairo?s Tahrir Square against the assumption by the Supreme Council of the Armed Forces (SCAF) of dictatorial powers, the standoff between SCAF and the Muslim Brotherhood (MB) over the disputed presidential election grew more tense, and the junta threatened to unleash repression against the protesters.

Friday saw the biggest of the daily demonstrations called by the Islamist Brotherhood since Tuesday to protest a series of moves by SCAF dissolving the MB-dominated parliament and constituent assembly and effectively placing all legislative and executive power in the hands of the generals.

Tensions have increased since the Supreme Presidential Electoral Commission, appointed under the deposed dictator Hosni Mubarak, delayed its announcement of the winner of last weekend?s presidential runoff from Thursday to this weekend. The commission claimed it was putting off the announcement to consider charges of election fraud.

Both the MB candidate, Mohamed Mursi, and his runoff opponent, Ahmed Shafiq, a former air force commander and Mubarak?s last prime minister, have claimed victory. It is widely suspected that SCAF ordered the delay in order to prepare the army and police for an anticipated eruption of popular protest over an announcement handing the presidency to the generals? candidate, Shafiq.

The state-owned Al Ahram newspaper on Friday cited unnamed government figures and Western diplomats as saying the Supreme Presidential Electoral Commission was set to announce the victory of Shafiq on Sunday evening. The article reported a source as saying the SCAF-backed candidate would be credited with having received 50.7 percent of the vote.

Sources at the Supreme Presidential Electoral Commission, the newspaper reported, would not confirm the reports of its intention to declare Shafiq the winner.

Earlier in the week a group of judges monitoring the elections, the Judges of Egypt, issued a statement unofficially declaring Mursi the winner. The judges said Mursi had won the election with about 900,000 more votes than Ahmed Shafiq.

According to ahramonline, intense negotiations between the Brotherhood leadership and the military command continued into the night Thursday toward a ?a political deal? that would allow Mursi to assume the presidency, while keeping real power in the hands of the generals. The SCAF is demanding that the Brotherhood pull its supporters out of Tahrir Square and accept the military?s constitutional decree arrogating to itself dictatorial powers.

The report quoted a Brotherhood source as saying that a deal could be reached by Saturday or Sunday to allow Mursi to assume the presidency. ?But if no deal is reached, and if the SCAF insists on taking everything and giving nothing, then we would not be surprised if they announce Shafiq as president,? the source said.

The US is giving its tacit support to the junta, neither denouncing its power grab nor demanding that it rescind its dictatorial measures. Washington continues to maintain the absurd pretense that the junta is presiding over a transition to democracy. In line with this fa?ade, Secretary of State Hillary Clinton in a television interview urged SCAF to hand over power to the ?legitimate winner.?

The conflict between SCAF and the Muslim Brotherhood is a power struggle within the Egyptian bourgeoisie. The MB is itself a right-wing party hostile to the working class and committed to defending both capitalism and the existing imperialist set-up in the Middle East. It reflects the interests of sections of the corporate-financial elite and privileged middle class layers that have been excluded during the decades of military rule from political power and what they consider their rightful share of the economic spoils from the exploitation of the workers.

The Brotherhood collaborated with SCAF in suppressing the revolutionary upsurge centered in the working class that brought down Mubarak in February of 2011, but came increasingly into conflict with the generals after winning a majority in the parliamentary elections.

It wants to secure a share of state power by winning the post of president, reduced by SCAF?s decrees to a mere figure-head, and is eager to work out a deal with the junta. At the same time, it, along with the military, fears a new eruption of mass protests and strikes by the working class and is seeking to head off a revolutionary movement to overthrow the capitalist state and establish socialism.

The MB also fears that the installation of Shafiq, following the military coup carried out last week, will discredit it by exposing its role in promoting the fiction of a ?transition to democracy? under the junta.

Friday afternoon, SCAF flatly rejected calls by the MB, other Islamists, liberals and pseudo-left groups such as the Revolutionary Socialists that have now lined up completely behind the Brotherhood that it rescind its measures dissolving the institutions put in place to provide the illusion of a democratic transition.

In a four-minute statement read on state television, SCAF warned that the army and police would be mobilized in response to any attacks on Egypt?s ?public or private institutions.? Defending its issuance of an amendment to the constitutional declaration of 2011 giving itself immunity and complete control over the country?s security forces, granting the army the right to arrest civilians, and assuming control over legislative and budgetary issues, SCAF declared: ?The issuance of the supplementary constitutional decree was necessitated by the needs of administering the affairs of the state during this critical period in the history of our nation.?

It said ominously that it would allow peaceful protests so long as they did not conflict with the ?interests of the country.?

The statement denounced MB presidential candidate Mursi for declaring victory prior to an announcement by the election commission and blamed him for growing political unrest.

Mursi responded by reiterating his demand that the junta reverse its dissolution of the parliament and constituent assembly and its assumption of dictatorial powers. However, he refrained from repeating his previous claims to have won the election, and made clear the Muslim Brotherhood?s desire to collaborate with SCAF, calling its members ?honest men working for the betterment of Egypt.? He added, ?They are working to safeguard our land.?

The Egyptian army is the backbone of the Egyptian capitalist state and the main bulwark against working class revolution. Should the Muslim Brotherhood?or, for that matter, its pseudo-left supporters such as the Revolutionary Socialists?manage to carve out a share of state power, they would deploy the military and police to put down a challenge to capitalist rule by the working class.

10 cities where buying actually beats renting

It?s the latest aftershock from the housing bust: Across the country, rents are rising. Nearly 4 million families have transitioned into rentals since the foreclosure wave began; meanwhile, new construction largely dried up after the housing bubble burst. The result: Vacancy rates in many cities are low and prices are going up.

The National Association of Realtors projects a 4 percent average increase in rents nationally this year and 4 percent in 2013. It has motivated aspiring landlords to snap up property and pushed Wall Street firms to pursue buying lender-owned properties in bulk. It also means the deals renters could finagle during the worst of the downturn no longer exist in the cities that have rebounded most strongely.

Take Minneapolis. With a tight vacancy rate of 2.5 percent, the average rent in the metro area is $965 per month, up 2.3 percent from this time last year. With home prices down more than 30 percent since 2006, it?s actually cheaper to buy. The average monthly mortgage payment on a home bought now would be $122 less than the average rent. That put Minneapolis in second place on Forbes? annual list of the worst cities for renters this year. ?The rental market here has been hot for about a year,? said Teresa Boardman, a realtor with Saint Paul Home Realty. She said rental properties in downtown Minneapolis and around the University of Minnesota have been in particularly high demand. ?My daughter had a one-bedroom apartment for almost $900, and I mean it was very small. I have clients renting efficiency apartments, and those are going to $850 to $900 a month.?

To find the places where renters fare the best and worst, we started with the 44 largest U.S. Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MSADs). These are cities and their surrounding suburbs as defined by the U.S. Office of Management and Budget.

And they?ll keep climbing. A mere 2,600 additional apartment units are projected to become available in 2012, the lowest number in years. ?The reality is there isn?t a lot of new inventory to keep up with demand,? said Malin.

Other cities where rising rents are making it hard on the pocketbook are San Jose, Calif. (No. 4 on our list), Washington, D.C. (No. 6), and Boston (No. 7). ?The primary coastal metros are markets with incredibly low vacancies where it?s really hard to add units because of regulations,? explained Nadji. On the flip side, rental bargains can still be found in many of the cities rocked by the real estate bust. The vacancy rate is 6 percent, helped by a relatively large pool of unsold, vacant homes, translating into more choices and reasonable rents for locals happy to stay away from an uncertain home market.

The renting is also good in Texas: San Antonio ranks fourth on our list of the best cities for renters and Houston is No. 6. Islamist Morsi elected Egypt's president

CAIRO (AP) ? Islamist Mohammed Morsi was declared the winner Sunday in Egypt's first free presidential election in history, closing the tumultuous first phase of a democratic transition and opening a new struggle with the still-dominant military rulers who recently stripped the presidency of most of its powers.

In Tahrir Square, the birthplace of the uprising that ousted autocratic President Hosni Mubarak, joyous supporters of Morsi's Muslim Brotherhood wept and kneeled on the ground in prayer when they heard the announcement on live television. They danced, set off fireworks and released doves in the air with Morsi's picture attached in celebrations not seen in the square since Mubarak was forced out on Feb. 11, 2011.

Many are looking now to see whether Morsi will try to take on the military and wrestle back the powers they took from his office just one week ago. Thousands vowed to remain in Tahrir to demand that the ruling generals reverse their decision.

In his first televised speech, the 60-year old U.S.-trained engineer called on Egyptians to unite and tried to reassure minority Christians, who mostly backed Morsi's rival Ahmed Shafiq because they feared Islamic rule.

He said he carries "a message of peace" to the world and pledged to preserve Egypt's international accords, a reference to the peace deal with Israel.

He also paid tribute to nearly 900 protesters killed in last year's uprising.

"I wouldn't have been here between your hands as the first elected president without ... the blood, the tears, and sacrifices of the martyrs," he said.

In the lengthy and redundant speech, Morsi appeared to be struggling to compose his sentences. Wearing a blue suit and tie, he looked stiff and uncomfortable and did not smile throughout as he read from a paper. He was non-confrontational and did not mention the last-minute power grab by the ruling military, instead praising the armed forces.

The White House congratulated Morsi and urged him to advance national unity as he forms a new government. White House press secretary Jay Carney said Morsi's victory is a milestone in Egypt's transition to democracy after decades of authoritarian rule under Mubarak. The Obama administration had expressed no public preference in the presidential race.

Left on the sidelines of the political drama are the liberal and secular youth groups that drove the uprising against Mubarak, left to wonder whether Egypt has taken a step towards becoming an Islamist state. Some grudgingly supported Morsi in the face of Shafiq, who was Mubarak's last prime minister, while others boycotted the vote.

Morsi will now have to reassure them that he represents the whole country, not just Islamists, and will face enormous challenges after security and the economy badly deteriorated in the transition period.

Pro-democracy leader Mohammed ElBaradei urged unity after the results were announced.

"It is time we work all as Egyptians as part of a national consensus to build Egypt that is based on freedom and social justice," he wrote on his Twitter account.

The elections left the nation deeply polarized with one side backing Shafiq, who promised to provide stability and prevent Egypt from becoming a theocracy. Because of his military career, many saw him as the military's preferred candidate.

In the other camp are those eager for democratic change and backers of Morsi's Muslim Brotherhood who were persecuted, jailed and banned under Mubarak but now find themselves one of the two most powerful groups in Egypt.

The other power center is the ruling military council that took power after the uprising and is headed by Mubarak's defense minister of 20 years.

Just one week ago, at the moment polls were closing in the presidential runoff, the Supreme Council of the Armed Forces (SCAF) issued constitutional amendments that stripped the president's office of most of its major powers. The ruling generals made themselves the final arbiters over the most pressing issues still complicating the transition? such as writing the constitution, legislating, passing the state budget? and granted military police broad powers to detain civilians.

"I am happy the Brotherhood won because now the revolution will continue on the street against both of them, the Brotherhood and the SCAF," said Lobna Darwish, an activist who has boycotted the elections.

Also, a few days before that constitutional declaration, a court dissolved the freely elected parliament, which is dominated by the Muslim Brotherhood, leaving the military now in charge of legislating.

Brotherhood members and experts said the results were used a bargaining chip between the generals and the Brotherhood over the parameters of what appears to be a new power-sharing agreement. The country's new constitution is not written and the authorities of the president are not clear.

This is the first time modern Egypt will be headed by an Islamist and by a freely elected civilian. The country's last four presidents over the past six decades have all came from the ranks of the military.

"Congratulations because this means the end of the Mubarak state," said Shady el-Ghazali Harb, a prominent activist who was among the leaders of the protests in January and February last year.

The results of the elections were delayed for four days amid accusations of manipulation and foul play by both sides, raising political tensions in Egypt to a fever pitch.

The delay plunged the country into nerve-wrecking anticipation and pushed tensions to a fever pitch. Parallel mass rallies by Shafiq and Morsi supporters were held in different parts of Cairo and cut-throat media attacks by supporters of both swarmed TV shows. In the hours before the announcement of the winner, the fear of new violence was palpable.

Heavy security was deployed around the country, especially outside state institutions, in anticipation of possible violence. Workers were sent home early from jobs, jewelry stores closed for fear of looting and many were stocking up on food and forming long lines at cash machines in case new troubles began.

Morsi narrowly defeated Shafiq with 51.7 percent of the vote versus 48.3, by a margin of only 800,000 votes, the election commission said. Turnout was 51 percent.

Farouk Sultan, the head of the commission, described the elections as "an important phase in the end of building our nascent democratic experience."

Sultan went to pains to explain the more than 400 complaints presented by the two candidates challenging counting procedures and alleging attempts of rigging. It appeared to be an attempt to discredit claims that the election commission was biased in favor of Shafiq, the candidate perceived as backed by the military rulers.

The country is deeply divided between supporters of the Brotherhood, liberals and leftists who also decided to back them as a way to stand up to the military, and other secular forces that fear the domination of the Brotherhood, and grew critical of it in the past year. The small margin of victory for Morsi also sets him for a strong opposition from supporters of Shafiq, viewed as a representative of the old regime.

Naguib Sawiris, a Coptic Christian business tycoon who joined a liberal bloc in voicing opposition to the Muslim Brotherhood a day before the results were announced, said he expects the new president to send a reassuring message to Egypt's Christian minority who represent around 10 percent of the population of 85 million.

"There are fears of imposing an Islamic state ... where Christians don't have same rights," Sawiris told the private TV station CBC. Morsi "is required to prove the opposite. ... We don't want speeches or promises but in the coming period, it is about taking action. ... He was not our choice but we are accepting it is a democratic choice."

Hamdeen Sabahi, a leftist presidential candidate who came in a surprising third place in the first round of elections, asked Morsi to live up to his pledges to form a national coalition government and appoint presidential aides from different groups "that express the largest national consensus."

Khaled Abdel-Hamid, a leading leftist politician, said Morsi must fight to get his powers back or he will lose any popular support he may have garnered.

"If he fights to get his power back, we will support him. But if he doesn't fight back, then he is settling for siding with the military," he said.

GOLF: Patipaksiri ends amateur career in style

Cypress resident plans to turn pro after winning Long Beach City Championship.

LONG BEACH - Lalita Patipaksiri made sure her last amateur golf event was one to remember.

The Cypress resident and recent UC Irvine graduate claimed victory Friday in the 82nd annual Long Beach Women's City Championship, shooting a 36-hole total of 7-under-par 141.

She followed a round of 5-under 69 on Thursday at El Dorado Park with a 2-under 72 at Recreation Park to beat former UCI teammate Hillary Packard by two shots. Patipaksiri made birdies at Nos. 2, 7 and 12 and avoided trouble down the stretch, recording par on the final six holes.

"At this course, you can be aggressive with it," said Patipaksiri, who resisted the temptation to post a really low score by keeping her drives in the fairway and playing for the center of the green. "My score wasn't as low as it could have been, but it was good enough to win. ... I had to maintain and stay calm, and play safe."

Patipaksiri, 21, will now join the Cactus Tour, a women's professional tour based in Arizona, before eventually going to LPGA qualifying school.

"I'm gonna have to improve quite a bit," said Patipaksiri, whose diminutive frame and attention to accuracy aren't conducive to length off the tee.

Patipaksiri had several birdie opportunities over the final holes but never converted. She missed a 12-footer on 16 that could have stretched her lead, then missed again from inside 10 feet on 17. With a two-stroke cushion on 18, Patipaksiri left her second shot on the

front fringe of the elevated green, then putted within two feet and tapped in for par.

"I felt par would be enough and it was," she said. "I didn't want to put unnecessary pressure on myself."

After struggling at El Dorado Park, Packard shot 5-under 69 at Rec Park. The 22-year-old made the turn at 2 under and recorded four more birdies on the back, with the only blemish a bogey at the par-4 15th.

Packard said Thursday's round was her first since a three-week vacation to Europe during which she never picked up a club.

"I felt like I'd lost my touch (Thursday)," Packard said, "but it came back (Friday). I putted much better (Friday)."

Both players were followed in the gallery by UCI coach Julie Brooks.

"She still makes me nervous," Patipaksiri laughed.

Long Beach State's Rochelle Chan tied for third place at 4-under 144, shooting two rounds of 72. She nearly holed out from about 150 yards on the 17th hole and settled for a tap-in birdie. Simone Hoey also shot 144 and Desiree Debreuil was fifth at 145.

In flight play, Ava Lourenco shot two rounds of 80 and won the A Flight by 10 shots over Sara Yarmer. In B Flight, Michelle Seckington won both the gross (169) and net (145) championship over Donna Doss-Burley (172, 146) and Ashley Penner (172, 152). Melinda Pigors won the C Flight gross score title at 181 while Tiffany McConnell won the net score at 148. In D Flight, Sandy Osterhout also won both the gross (186) and net (138) titles.
