New agreement lets Facebook and Zynga play the field, still shack up

It wasn't so long ago that Facebook and Zynga were making beautiful music (and money) together, but it seems that each is now looking for a bit of fresh air in the relationship, according to Reuters. A new agreement will give Zynga more freedom to offer games on its own website, while also allowing Facebook to develop its own -- though for now, the social network said it "was not in the business of building games and we have no plans to do so." For its part, Zynga now has the option of opting out of Facebook's payment mechanism and display ads, according to a recent filing by the Farmville maker. Both companies have seen their share of foibles, lately, but Facebook would perhaps be wise to not let its main dance partner too far out of sight -- Zynga still kicks in more than 15 percent of the now-public company's revenue.

Only three major U.S. cities see economic recovery: study

WASHINGTON (Reuters) - Retailers moving into old downtown buildings, an abundance of freshly planted greenspaces, and a stream of new jobs in Knoxville, Tennessee, are all signs to Mayor Madeline Rogero that for the last year prosperity has been blooming in her city.

"We feel very good about how we're coming out of this recession," Rogero said. "We see new interest. We see new development that's occurring. We're optimistic that this recovery is going to continue."

Knoxville is a member of a very small club. Three and a half years since the 2007-09 economic recession ended, only three major U.S. metropolitan areas are experiencing an economic recovery, according to the Brookings Institution.

The Washington-based research group has also deemed Dallas and Pittsburgh in recovery after analyzing their employment levels and gross domestic product per capita.

The United States has the most major metropolitan economies of all countries - 76 - according to an annual report on the 300 largest metropolitan economies worldwide that Brookings released on Friday.

"It was still better than last year when the U.S. had no metro recoveries," Brookings Associate Fellow Emilia Istrate said.

Istrate said the three cities had two features in common: strong local services such as healthcare, and business and financial services that cater to specific industries.

The recession came late to many city budgets. Their primary revenue source - property taxes - took time to fall because of lags in real estate valuations. By the time they dropped, cities were also contending with falling sales and income taxes resulting from job losses.

Many of the splinters the downturn drove into their budgets remain deeply lodged, and cities of all sizes worry about federal spending cuts that are part of the "fiscal cliff."

"Cities are emerging slowly from the Great Recession," said Robert Zahradnik at Pew's American Cities Project, which tracks fiscal conditions and budgets. "In many cities revenues are gradually recovering but there are still some risks out there."

SEEKING TO REPLICATE A RECIPE FOR SUCCESS

Rogero has only been in office for a year. But she remembers, as a resident and as director of the city's community development office, when the recession hit. Sales tax revenues fell. The building inspections department that had always funded itself from fees had to tap the city budget.

"People were losing their jobs. People were losing their homes," she said.

Nonetheless, the city continued investing in infrastructure and fostering private investment, often using funds from the 2009 federal stimulus plan. The goals were to attract businesses and to keep people working on construction jobs such as a housing project for the elderly.

The Pittsburgh skyline partly tells the city's economic story, said Mayor Luke Ravenstahl. A major bank just finished building one skyscraper and started construction on another.

"In my mind, it's already recovered. We employ more people in Pittsburgh than we ever have," he said.

Pittsburgh built up industries before the recession, mostly in what Ravenstahl calls "eds and meds" - universities and healthcare. Then the shale gas boom put its business services in high demand.

"The opportunity that exists with shale is really something that most cities don't have. It really is going to be the economic engine in the future," he said.

All three cities created long-term stability with local services and the public sector, and growth with business and financial services, said Istrate.

"People always want to know what metros are recovering, what they are doing, so they can replicate it. There is no single industry that can help, but there is an industrial structure that can help you grow year to year," she said. "More and more metropolitan areas are looking at the export sector, at foreign investors, at infrastructure."

She noted that many U.S. metropolitan economies are doing better than some major cities in other countries.

In terms of Dallas, she said, the city's business services easily cater to the commodities sector.

Analysts at the firm IHS track employment in U.S. metropolitan areas and found almost all cities in Texas have returned to their pre-recession employment peaks, with Dallas reaching those levels in the last quarter of 2012.

The state was not hit hard by the housing bubble, said IHS Economist Steven Frable. Its industry diversity, which includes energy, business services, and trade and transportation, has attracted workers to the state.

Looking to 2013 and 2014, IHS expects more than 75 metropolitan areas to regain their peak employment, mostly large cities such as New York and Seattle.

"It's been almost four years since the recession happened and only a few metro areas...have been able to recover in terms of employment," Frable said. "Recessions these days seem to be deep, long and drawn out.

Any improvements could take a while to impact budgets, said Christy McFarland, who researches fiscal issues for the National League of Cities.

"We're going from worse to a little bit better, but it's still bad," she said.

(AP) ? President Barack Obama said Wednesday he believes that members of both parties can reach a "framework" on a debt-cutting deal before Christmas, making his case with a mix of optimism and pressure on congressional Republicans to keep tax rates from rising on the middle class.

Obama, pushing ahead with his campaign to increase revenue by hiking taxes on wealthier Americans, was joined by about a dozen middle-class Americans at a White House event in the midst of negotiation on how to avoid a so-called fiscal cliff at year's end when across-the-board tax hikes and steep spending cuts kick in.

"I am ready and able and willing and excited to go ahead and get this issue resolved in bipartisan fashion so that American families, American businesses have some certainty going into next year," Obama said.

He took special note of reports that some Republicans have expressed a willingness to extend the current expiring tax rates for households earning less than $250,000. Conservative Oklahoma GOP Rep. Tom Cole told GOP colleagues in a private meeting on Tuesday that it's better to extend tax cuts for 98 percent of taxpayers than engage in a prolonged fight that risks increasing taxes on everyone. Cole is a longtime GOP loyalist and a confidant of House Speaker John Boehner, R-Ohio.

"I'm glad to see, if you've been reading the papers lately, that more and more Republicans in Congress seem to be agreeing with this idea that we should have a balanced approach," Obama said, noting that the Senate has already passed legislation to extend current rates to those middle class taxpayers.

"The Democrats in the House are ready to vote for that same bill today," he said. "If we can get a few House Republicans to agree as well, I'll sign this bill as soon as Congress sends it my way. I've got to repeat: I've got a pen. I'm ready to sign it."

He made an appeal to the public to pressure Congress, arguing that similar efforts late last year to extend a payroll tax cut resulted in congressional passage.

"When the American people speak loudly enough, lo and behold, Congress listens," he said.

While expressing confidence that he and Congress could strike a bargain for a "framework in the coming weeks,"

Obama says we need to "approach this problem with the middle-class in mind."

The president is urging the public to pressure Congress through social media, pointing to (hastag)My2K on Twitter ? a reference to the estimated $2,200 tax increase a typical middle-class family of four would see if the Bush tax cuts expire.

The president is also meeting with corporate executives at the White House on Wednesday and then traveling to Pennsylvania on Friday to push for upper income bracket earners to pay higher tax rates. It's part of a campaign to pressure Republicans in Congress to support raising taxes on the wealthy.

THE temperature is expected to soar across the Fraser Coast, prompting the RSPCA to warn pet owners about the danger of heat stress.

"If it's 30 degrees outside, the temperature inside a car can potentially rise to well over 40 degrees in less than five minutes," RSPCA Queensland spokesman Michael Beatty said.

The RSPCA has urged people not to leave?animals in cars unattended at any time of the day and?to?provide shelter, water and extra treats where possible for pets such as swims and ice-blocks.?

An animal left inside a closed car on a hot summer's day can die in less than six minutes, the RSPCA said.

The temperature inside a closed vehicle left in the sun can double within 12 minutes.

The temperature inside the vehicle can reach about 73 degrees, but the dog may be dead by the time the temperature reaches 55 degrees.

Leaving an animal without appropriate water and shelter is an offence under the Animal Care and Protection Act 2001, the RSPCA said.

The Federal Emergency Management Agency states on their website that there are actions that should be taken before, during, and after an event that are unique to each hazard. Each person or group should identify the hazards that have happened or could happen in their area and plan for the unique actions for each hazard. They further note that mitigation can be defined as actions to reduce loss of life and property by decreasing the impact of disasters.? What this means is??taking action now??before the next disaster?to reduce human and financial consequences later (analyzing risk, reducing risk, insuring against risk).? Effective mitigation requires that we all understand local risks, address the hard choices, and invest in long-term community well-being. Without these actions, people jeopardize their safety, financial security, and self-reliance and quality of life.

"Fully autonomous weapons" operating without oversight won't have the artificial intelligence, human judgment or empathy necessary to distinguish between armed soldiers and cowering civilians in murky battlefield conditions, Human Rights Watch says. The report released on Nov. 19 suggests the following to stop the "killer robots" future:

  • Ban development, production and use of fully autonomous weapons through an international agreement.
  • Adopt national laws to ban the creation and use of fully autonomous weapons.

  • Make a professional code of conduct to oversee research and development of autonomous robotic weapons.

The report also highlights concerns about the possible use of fully autonomous robots by dictators to brutally suppress their civilian populations, and about the easier decision to go to war when leaders aren't worried about troop casualties.

Robots may lack human empathy, but history already has shown that human soldiers are capable of committing the world's worst atrocities despite their supposed humanity. Ronald Arkin, a robotics researcher at Georgia Tech, even has argued that fully autonomous robots could make the battlefield safer: They wouldn't fall prey to the fatigue that can result in misidentifying targets, or to the anger that could lead to sadistic abuse of prisoners and civilians.

The U.S. military spends about $6 billion each year on developing and deploying thousands of drones and robots. Its huge arsenal includes ground robots rolling or walking along under direct human control, Reaper drones that can fly parts of their mission without human control, and robot boats capable of firing missiles.

Automatic defense weapons such as the U.S. Navy's Phalanx turret can fire thousands of rounds at incoming missiles without a human order and with only the barest human supervision. Israel's "Iron Dome" defense detects incoming threats and asks human operators to make a split-second decision on whether to give the command to fire missiles that can intercept enemy rockets and artillery shells.

Both Israel and South Korea also have deployed robot sentry turrets that could, in theory, operate on automatic mode.

(AP) ? Bella Swan, James Bond and Abe Lincoln have combined to lift Hollywood to record Thanksgiving revenue at the box office.

Kristen Stewart's finale as Bella in "The Twilight Saga: Breaking Dawn ? Part 2" was No. 1 again with $64 million during the five-day holiday stretch that began Wednesday, according to studio estimates Sunday.

Daniel Craig's Bond adventure "Skyfall" came in at No. 2 with $51 million, while Daniel Day-Lewis and Steven Spielberg's Civil War saga "Lincoln" finished third with $34.1 million.

According to box-office tracker Hollywood.com, the three films paced Hollywood to an all-time Thanksgiving week best of about $290 million from Wednesday to Sunday.

That tops the previous record of $273 million over Thanksgiving in 2009, when "The Twilight Saga: New Moon" led the weekend.

This Thanksgiving also was a huge 25 percent jump from a year ago, when domestic revenues were a weak $232 million as some big holiday releases fizzled.

With a strong December lineup ahead, Hollywood has resumed its record revenue pace for the year after a brief box-office lull in late summer and early fall.

Domestic revenues for 2012 are at $9.75 billion, putting Hollywood potentially on track for its first $11 billion year, which would beat the 2009 record of $10.6 billion, said Hollywood.com analyst Paul Dergarabedian.

"We're barreling toward a record-breaking box-office year," Dergarabedian said. "It's built on the back of just a lot of really strong movies that have come out over the past few weekends. It bodes very well for the rest of the holidays."

The "Twilight" finale, "Skyfall" and "Lincoln" finished in the same top-three rankings for the second-straight weekend as new releases were unable to dislodge the holdovers.

Released by Lionsgate's Summit Entertainment banner, "Breaking Dawn ? Part 2," pulled in $43.1 million from Friday to Sunday, raising its domestic total to $227 million. The movie added $97.4 million overseas to bring its international total to $350.8 million and its worldwide take to $577.7 million.

Sony's "Skyfall" also topped $200 million domestically, ringing up $36 million for the three-day weekend to put its U.S. total at $221.7 million. With $41.3 million more overseas, "Skyfall" raised its international revenues to $568.4 million and its worldwide sales to $790.1 million.

"Lincoln," a DreamWorks film distributed by Disney, took in $25 million over the weekend to lift its domestic revenue to $62.2 million.

Leading the newcomers was Paramount and DreamWorks Animation's tale "Rise of the Guardians" at No. 4 with $24 million for the weekend and $32.6 million since opening Wednesday.

Based on William Joyce's "Guardians of Childhood" books, "Rise of the Guardians" gathers Santa Claus, the Easter Bunny, the Tooth Fairy and other mythical beings as a team of heroes battling an evil overlord.

Close behind at No. 5 was director Ang Lee's shipwreck saga "Life of Pi" at No. 5 with $22 million over the weekend. The 20th Century Fox release has taken in $30.2 million domestically since its Wednesday debut and added $17.5 million in four Asian markets.

"Life of Pi" was adapted from Yann Martel's best-selling novel about an Indian youth adrift on a lifeboat with a Bengal tiger. Many fans considered the introspective novel impossible to film, but Lee has charmed audiences and critics with an inspiring survival story told through dazzling 3-D images.

The weekend's other new wide release, a remake of the 1980s U.S.-invasion tale "Red Dawn," opened at No. 7 with $14.6 million, raising its total to $22 million since debuting Wednesday.

"Red Dawn" sat on the shelf for three years while studio backer MGM went through bankruptcy, with distributor FilmDistrict eventually picking it up for domestic release. The movie's cast includes Chris Hemsworth ("Thor") and Josh Hutcherson ("The Hunger Games") in a story of young guerrillas battling North Korean invaders.

In limited release, Fox Searchlight's "Hitchcock" opened solidly with about $300,000 in 17 theaters. The movie stars Anthony Hopkins as Alfred Hitchcock in a behind-the-scenes story of the making of "Psycho."

The weekend's overall strength came from a broad range of films that clicked with various audiences, from action and family fare to thoughtful drama.

"This is a marketplace that has something for everyone," said Chris Aronson, head of distribution for 20th Century Fox. "You have something deeper like 'Life of Pi,' yet you have a very successful sequel in 'Twilight' at the same time. Adult bio-drama, if you will, in 'Lincoln,' and you have Bond. Egypt's president to meet judges over power grab

CAIRO (Reuters) - Egyptian President Mohamed Mursi will meet senior judges on Monday to try to ease a crisis over his seizure of new powers which has set off violent protests reminiscent of last year's revolution which brought him to power.

Egypt's stock market plunged on Sunday in its first day open since Mursi issued a decree late on Thursday temporarily widening his powers and shielding his decisions from judicial review, drawing accusations he was behaving like a new dictator.

More than 500 people have been injured in clashes between police and protesters worried Mursi's Muslim Brotherhood aims to dominate the post-Hosni Mubarak era after winning Egypt's first democratic parliamentary and presidential elections this year.

One Muslim Brotherhood member was killed and 60 people were hurt on Sunday in an attack on the main office of the Brotherhood in the Egyptian Nile Delta town of Damanhour, the website of the Brotherhood's Freedom and Justice Party said.

Egypt's highest judicial authority hinted at compromise to avert a further escalation, though Mursi's opponents want nothing less than the complete cancellation of a decree they see as a danger to democracy.

The Supreme Judicial Council said Mursi's decree should apply only to "sovereign matters", suggesting it did not reject the declaration outright, and called on judges and prosecutors, some of whom began a strike on Sunday, to return to work.

Mursi would meet the council on Monday, state media said.

Mursi's office repeated assurances that the measures would be temporary, and said he wanted dialogue with political groups to find "common ground" over what should go in Egypt's constitution, one of the issues at the heart of the crisis.

Hassan Nafaa, a professor of political science at Cairo University, saw an effort by the presidency and judiciary to resolve the crisis, but added their statements were "vague". "The situation is heading towards more trouble," he said.

Sunday's stock market fall of nearly 10 percent - halted only by automatic curbs - was the worst since the uprising that toppled Mubarak in February, 2011.

Images of protesters clashing with riot police and tear gas wafting through Cairo's Tahrir Square were an unsettling reminder of that uprising. Activists were camped in the square for a third day, blocking traffic with makeshift barricades. Nearby, riot police and protesters clashed intermittently.

"BACK TO SQUARE ONE"

Mursi's supporters and opponents plan big demonstrations on Tuesday that could be a trigger for more street violence.

"We are back to square one, politically, socially," said Mohamed Radwan of Pharos Securities, an Egyptian brokerage firm.

Mursi's decree marks an effort to consolidate his influence after he successfully sidelined Mubarak-era generals in August. It reflects his suspicions of a judiciary little reformed since the Mubarak era.

Issued just a day after Mursi received glowing tributes from Washington for his work brokering a deal to end eight days of violence between Israel and Hamas, the decree drew warnings from the West to uphold democracy. Washington has leverage because of billions of dollars it sends in annual military aid.

"The United States should be saying this is unacceptable," former presidential nominee John McCain, leading Republican on the Senate Armed Services Committee, said on Fox News.

"We thank Mr. Mursi for his efforts in brokering the ceasefire with Hamas ... But this is not what the United States of America's taxpayers expect. Our dollars will be directly related to progress toward democracy."

The Mursi administration has defended his decree as an effort to speed up reforms that will complete Egypt's democratic transformation. Yet leftists, liberals, socialists and others say it has exposed the autocratic impulses of a man once jailed by Mubarak.

"There is no room for dialogue when a dictator imposes the most oppressive, abhorrent measures and then says 'let us split the difference'," prominent opposition leader Mohamed ElBaradei said on Saturday.

WARNINGS FROM WEST

Investors had grown more confident in recent months that a legitimately elected government would help Egypt put its economic and political problems behind it. The stock market's main index had risen 35 percent since Mursi's victory. It closed on Sunday at its lowest level since July 31.

Political turmoil also raised the cost of government borrowing at a treasury bill auction on Sunday.

"Investors know that Mursi's decisions will not be accepted and that there will be clashes on the street," said Osama Mourad of Arab Financial Brokerage.

Just last week, investor confidence was helped by a preliminary agreement with the International Monetary Fund over a $4.8 billion loan needed to shore up state finances.

Mursi's decree removes judicial review of decisions he takes until a new parliament is elected, expected early next year.

It also shields the Islamist-dominated assembly writing Egypt's new constitution from a raft of legal challenges that have threatened it with dissolution, and offers the same protection to the Islamist-controlled upper house of parliament.

"I am really afraid that the two camps are paving the way for violence," said Nafaa. "Mursi has misjudged this, very much so. But forcing him again to relinquish what he has done will appear a defeat."

Many of Mursi's political opponents share the view that Egypt's judiciary needs reform, though they disagree with his methods. Mursi's new powers allowed him to sack the prosecutor general who took his job during the Mubarak era and is unpopular among reformists of all stripes.

Obama visits bookstore, promotes 'Small Business Saturday'

WASHINGTON (Reuters) - President Barack Obama, in a bid to show support for small businesses, took his daughters on an early Christmas shopping trip on Saturday as the U.S. retail sector swings into high gear this holiday season.

Promoting "Small Business Saturday," the third annual event that encourages consumers to support independently-owned local shops, Obama took his daughters Sasha and Malia to "One More Page Books" in Arlington, Virginia, a suburb of Washington, D.C.

"Preparation," said Obama, while talking to the store owner at the front counter and looking at his BlackBerry, apparently checking book titles while his daughters stood at his side. "That's how I shop."

Over the last two decades, small businesses have created two of every three U.S. jobs. To try to spur job growth, the Obama administration says it aims to cut taxes for small businesses and expand entrepreneurs' access to financing.

Both Main Street merchants and larger retailers will find out soon if the so-called fiscal cliff that threatens to produce tax increases and automatic spending cuts in January will subdue shoppers and hold back spending this holiday season.

Congress and Obama are about to negotiate on a deal to avert the roughly $600 billion in tax increases and spending cuts set to start jolting the economy at the beginning of 2013.

Asked by reporters what is needed to cushion the economic impact of the looming fiscal cliff, Obama declined to answer, saying "we're doing Christmas shopping."

The White House said Obama bought 15 children's books that will be given as Christmas gifts to family members.

Last year, more than 100 million Americans shopped locally on Small Business Saturday, according to an estimate by American Express.

Small businesses taking part in the initiative use social networks like Facebook and Twitter to promote deals and attract potential customers.

Taking to Twitter himself after the shopping excursion, Obama wrote: "My family & I started our holiday shopping at a local bookstore on #SmallBizSat. I hope you'll join & shop small this holiday season."

The nationwide initiative that urges customers to open their wallets to local businesses follows Black Friday, one the nation's busiest shopping days at major retailers falling the day after Thanksgiving.

The Monday after Thanksgiving is known as Cyber Monday, where deals are found on the Internet and is more often a hit with shoppers unwilling to brave long lines.

155 jobs axed at James Bond computer game developer Eurocom ...

A DERBY software firm behind games featuring James Bond and Harry Potter yesterday made 155 people redundant because of cash-flow problems.

Eurocom has retained 42 employees and has brought in financial experts in a bid to restructure the business.

The Ashbourne Road firm's difficulties are being blamed on delays to contracts it was expecting to win and a drop in demand for games for Playstation3, Nintendo Wii and the XBox.

A notice of intention to appoint an administrator has been filed to protect the business and assets of Eurocom Developments Limited.

In 2012 Eurocom has completed major contracts for entertainment giants Warner Brothers, Disney and Activision and is in negotiation for new contracts on console, PC and mobile.

But it said lengthy delays on new contracts being secured have adversely affected the company's financial health.

In an e-mail to industry website Games Industry International seen by the Derby Telegraph, Eurocom studio director Hugh Binns said: "Eurocom is undertaking a restructuring which I regret to say has meant we've made the majority of our workforce redundant.

"This includes many very experienced, talented and highly skilled employees and we'd like to thank them all for their hard work and efforts.

"We've fought to try and save as many jobs as possible but the steep decline in demand for console games, culminating in a number of console projects falling through in the last week, left us with no option."

The deals in question have fallen through due to either market uncertainty or the work being awarded to in-house developers at games publishers.

The remaining staff at Eurocom will concentrate their efforts on working on products for the mobile market.

The company is one of the largest independent games studios in the UK and has its own motion-capture technology used by other developers.

Dan Pearson, European deputy editor at Games Industry International, said: "It is a significant employer in the UK gaming industry and has a reputation for being a reliable studio that delivers on time and on budget.

"When there are redundancies from companies like this, you tend to see small studios springing up and one or two of them might go on to be bigger," he said.

Founded in 1988, the company has developed dozens of computer and video games for most major platforms.

Its work includes Pirates of the Caribbean: At World's End, and Batman Begins, as well as licensed games to tie in with the Athens and Beijing Olympics.

Eurocom was responsible for designing a number of James Bond games, a recent coup for the company being selected to redevelop the GoldenEye game that was a massive hit in the 90s.

Eurocom's GoldenEye 007: Reloaded game had reportedly sold in excess of 700,000 copies by this time last year but the industry is changing.

Since 2008, there has been a decline in the sales of console and PC games, leading to a reduction in the number of new games being commissioned from global publishers of entertainment software.

Eurocom has also faced competition from developers in countries with lower costs or where generous subsidies are available.

The proposed administrator is Dean Nelson, of Derby-based business advisory firm Smith Cooper, who will be undertaking the restructure of the business to secure its future.
